Hi, I am Rachael Hester. I am the IFC Chair and one of the representatives for Facility E (Echo). My husband and I have been together for 20 plus years. We have been on this journey for almost 16 years. When we started this journey, I was completely lost and faced great difficulty in finding direction on how to help my husband and other incarcerated men. Over the years, I have learned that in order to help our loved ones as well as other families we must
bridge the gap between CDCR, Incarcerated Loved Ones and Families. I am here to advocate for our loved ones as well as the families on this journey.

My name is Christina Burgos, I am a facility E representative. My husband Adrian has been at Donovan for 2 years. We have 5 daughters and 13 grandchildren. I have been teaching for 23 years now. I plan to bring awareness to the needs of our children and their loved ones at the R.J. Donovan facility. I also plan to be a bridge and a voice for the needs of our families. I plan to also serve on the IFC panel with integrity, truth, and love.

Raymond Madden has been the Warden at Richard J. Donovan Correctional Facility since October 2021. He had been Warden at Centinela State Prison since February 2016, where he was Acting Warden since 2014 and served in several positions since 2010, including Chief Deputy Warden and Associate Warden.

Raymond Madden has been the Warden at Richard J. Donovan Correctional Facility since October 2021. He had been Warden at Centinela State Prison since February 2016, where he was Acting Warden since 2014 and served in several positions since 2010, including Chief Deputy Warden and Associate Warden.
Madden served in several positions at Calipatria State Prison from 1991 to 2010, including Captain, Lieutenant, Sergeant and Correctional Officer. He was a Correctional Officer at Pelican Bay State Prison from 1990 to 1991 and served in the U.S. Marine Corps from 1983 to 1987. This position does not require Senate confirmation.
