Telephone Calls

Inmates at California State Prisons and Contract Facilities  who are not in Orientation (housed in Reception Center) or Administrative Segregation are allowed to make telephone calls depending on their privilege group. These calls are monitored by the institution and can be recorded.

All calls are initiated by the inmate and are collect calls.  There are no pre-paid calling cards in California prisons.  Calls can only be made using GTL (Global Tel*Link) as the carrier.  To receive calls family/friends must set up a GTL AdvancePay Account. Calls can be received on a land line or cell phone.  You can setup more than one phone number on each account.

If you have a land line without a “bundle” (no connection to internet or TV) you may, depending on your carrier, be able to directly accept collect calls from an inmate. However, if you use a cell phone or most land lines associated with other services, calls can only be made using GTL (Global Tel*Link) as the carrier and to receive calls family/friends must set up a GTL AdvancePay Account.

A GTL account can be established by going to ConnectNetwork or calling 1-866-607-6006 and following the directions given there.  After and account is open, call time can be purchased using a  MasterCard or Visa credit/debit card on the Offender Connect Portal or by phone at 1-866-607-6006. International Calls GTL provides a specific international E-mail address at AdvancePayInternational@gtl.net  for friends and family members outside the United States to set up and fund an AdvancePay account. Instructions are in English and Spanish and GTL accepts payment via Western Union, Visa, and MasterCard. A toll-free telephone access number at (888) 216-7423 is available 24 hours a day to accommodate all time zones.
